BC Centre for Disease Control (BCCDC) - Public health and the ethics of surveillance
BCCDC Public Health Grand Rounds is a self-approved group learning activity as defined by the Maintenance of Certification program of the Royal College of Physicians and Surgeons of Canada. Surveillance is a core activity of public health practice. As information technology and data linkage continues to grow new patterns of disease are being recognized that pose ethical issues. Drawing on recent scholarship and research in public health ethics, this presentation will explore some emerging ethical issues in public health surveillance.
Dr. Ross Upshur is currently the Head of the Division of Clinical Public Health at the Dalla Lana School of Public Health, Scientific Director, Bridgepoint Collaboratory for Research and Innovation and Assistant Director of the Lunenfeld Tanenbaum Research Institute, Sinai Health System. At the University of Toronto, he is a Professor in the Dalla Lana School of Public Health and the Department of Family and Community Medicine, affiliate member of the Institute for the History and Philosophy of Science and Technology and Adjunct Senior Scientist at the Institute for Clinical Evaluative Sciences.
His ethics research focuses on issues in public health. He is a member of the University of Toronto Joint Centre for Bioethics where he is part of the World Health Organization Collaborating Centre for Bioethics. In this capacity he was engaged in work related to guidance documents for Ebola Virus, Epidemic response and tuberculosis management. He is a member of the Public Health Agency of Canada's Public Health Ethics Consultative Group and Special Adviser to the Ethics Review Board of Medecins Sans Frontieres. He was Chair of the Royal College of Physicians and Surgeons Ethics Committee from 2013-2017.
